In case you want to use Finder to navigate and explore ‘ ~/Library’, we can simply use the following command. It’s not so difficult to navigate to this folder (and any other folders) using command line. In macOS, the folder ‘ ~/Library’ within users home folder is hidden (since 10.7!?) seemingly to prevent any unintentional changes. Naturally Gatekeeper can be re-enabled at any time with sudo spctl -master-enable.
